Saito Hajime
On the surface Saito seems like
the kind of character who is evil with no regard to what he does, but in
reality he is a calculated and passionate fighter who fights for justice
(even though it is his own personal justice). He is a ruthless character
who lives by his own ideals and will kill a man who he considers evil
without hesitation. Working as an undercover cop under the police force as
Goro Fujita, he came to Tokyo to see if Kenshin was capable of helping the
government take down a new threat: the successor of the Battousai,
Shishio.
Saito
and Kenshin fought many battles on opposite sides during the days of the
Revolution and have become hated rivals ever since.
His swordsmanship skills are second only to Kenshin.
A former member of
the Shinsengumi (Shinsen Group), Saito lives by the values of the group he
was a member of during the days of the Revolution: Aku, Soku, Zan; which
translates to Kill, Evil, Instantly.

Sagara Sozo
Captain of the Sekihoutai (Se-ki-ho-tai), a group formed
during the Revolution by farmers and traders. There was a rumor this group was
posing as a fake government army claiming taxes will be reduced, thus causing
confusion among the people. But the truth is the Sekihoutai were helping the
government fight battles for a better future in the country. The Imperialists
government needed a scapegoat for backtracking on reducing taxes (in half) and
framed the Sekihoutai "for lying to the people" about it. The reason for
this is because the government, who originally advertised the idea, could not
afford take a reduction in taxes. The government "public ally punished" the
Sekihoutai, and executed them. In the end the Sekihoutai took the blame
for advertising false information.

Hiko Seijuro
Seijuro Hiko is the 13th master of the Hiten Mitsurugi Style. He took in Kenshin when he was young and taught him the Hiten Mitsurugi
Style. Yes, this is badass that trained Kenshin! His personality is odd; on the
exterior he is snotty, crude and disrespectful, criticizing Kenshin every chance
he gets. But at the center of it all, he is a noble swordsman with the heart of
a true warrior. Unlike Kenshin, Hiko doesn't tip toe around in a fight; he gets
strait to the point, defeating enemies with one blow. It may seem that he
doesn't like Kenshin much. But despite their differences, he admires his
student. Hiko is a all around good guy with his heart in the right place. He teaches Kenshin
the final Hiten Mitsurugi
technique: Amakaeru Ryu no Hirameki.
